Why Saudi Arabia

Is investing in Saudi Arabia construction projects a credible opportunity?

Honestly answered: the scale is real, the institutional frameworks are in place, and Long Term Developments is already deployed. Here is what the opportunity looks like and how we approach the risks.

The Macro Context

Saudi Arabia's construction pipeline is unlike anything else currently open to international capital

Vision 2030 is Saudi Arabia's national transformation strategy, launched by the Crown Prince to diversify the Kingdom's economy away from oil dependency. At its core is an unprecedented investment in built infrastructure — cities, transport, tourism, housing, and commercial real estate — executed at a pace and scale that has no parallel in recent history.

Why Now

The market has opened to international investors — but the deployment window is time-limited

Saudi Arabia has historically been a closed market for foreign direct investment in property and construction. Vision 2030 changed that deliberately: the Saudi Ministry of Investment has actively sought international capital partners to co-fund the programme. Foreign ownership rules have been liberalised. Special Economic Zones now offer structured entry points.

The window matters because giga-projects are currently in active construction phases. The strongest positions — both commercially and in terms of in-country relationships — are taken earlier in a programme's cycle, not at completion. Long Term Developments entered during this phase, which is reflected in the terms our in-country partners can offer.

European private capital has been slower than Gulf, Asian and US capital to engage with this market. That relative absence is itself an opportunity for investors prepared to move with proper diligence.

Institutional Frameworks

The UK-Saudi capital corridor is now institutionally supported

A question we are frequently asked is whether British investors are operating in a recognised institutional framework when deploying into Saudi Arabia. The answer, increasingly, is yes.

The City of London Corporation and the Saudi Ministry of Investment have established formal dialogue and structured programmes designed precisely to facilitate the kind of UK-to-Saudi capital flows that Long Term Developments operates within. UK Export Finance (UKEF) has been active in supporting British commercial interests in the Kingdom across infrastructure and construction sectors.

These frameworks do not eliminate risk — no institutional relationship does — but they normalise the capital corridor and provide a recognised context in which UK-domiciled funds can operate with greater procedural clarity.

  • City of London and Saudi Ministry of Investment formal engagement programmes
  • UK Export Finance (UKEF) active across Saudi infrastructure sectors
  • Saudi Special Economic Zones providing structured foreign investment entry points
  • Bilateral trade frameworks underpinning commercial contract enforceability
  • UK company registration providing domestic regulatory anchor for the fund
Risk & Regulation

How Long Term Developments navigates this market honestly

Any fund that does not name the risks is not one a sophisticated investor should trust. Saudi Arabia is an emerging-market environment with real complexities — regulatory, currency, geopolitical and counterparty. Here is how we approach each.

UK domicile and regulatory framework

Long Term Developments is a UK-registered company. The fund structure is designed for sophisticated and high-net-worth investors under UK financial promotion rules. Investors receive documentation prepared in accordance with UK regulatory requirements.

In-country counterparty risk

We work through established local partners with a track record in Saudi construction. Relationships were built on the ground, not from London. This is a differentiator: most European fund managers seeking Saudi exposure do not hold direct in-country connections.

Currency and capital repatriation

The Saudi Riyal is pegged to the US Dollar, providing a degree of currency predictability uncommon in emerging market exposure. Capital repatriation has been materially simplified as part of Vision 2030 market liberalisation.

Political and sovereign risk

Saudi Arabia is a sovereign state with concentrated executive authority. Vision 2030 has strong backing at the highest levels of government. We monitor the political landscape continuously and brief investors on material developments.

Construction and project execution risk

Construction projects carry inherent execution risk. Our fund structure includes milestone-based deployment — capital is not committed in full at the outset. Progress is reported to investors at agreed intervals.

Due diligence and investor suitability

We conduct formal suitability assessment for every investor. This investment is appropriate only for those who understand and can bear illiquidity and capital risk over a medium-to-long time horizon.

Active Project

We are not raising capital for a hypothetical pipeline — we are already building

The most direct answer to the question of credibility is deployment. Long Term Developments has an active construction project underway in Saudi Arabia. Full project details are provided in the investor pack following a qualifying conversation.

Our established in-country connections — built through direct engagement with Saudi partners rather than intermediaries — are what allow us to offer European investors access to projects that do not reach the open market. Named principals, project location, stage detail and financial structure are disclosed to qualifying investors under NDA.
